Makoto Konishi, a former Self-Defense Force member and military journalist, commented on the bag falling from the U.S. military helicopter, "Bags inside the building are supposed to be secured in place, but sometimes they come loose. If the doors were closed, they wouldn't fall, but the U.S. military often operates helicopters with the doors open during training. This may be why the bag fell."
