Thomas Jefferson printed the phrase “Delenda est Norfolk” at the bottom of a letter to his friend John Page dated October 31, 1775. Writing during a session of the Continental Congress in Philadelphia, Jefferson shared news about forces in Canada and asked for updates about Virginia, concluding with the capitalized words: “Norfolk must be destroyed” in Latin.
