A Deadly E. Coli Outbreak in Walkerton, Ont., Changed Everything 25 Years Ago
- On May 17, 2000, Walkerton, Ontario experienced Canada’s worst E. Coli O157 outbreak, sickening about 2,300 people and killing seven.
- The outbreak resulted from manure-contaminated drinking water after heavy rains washed cattle manure into a well, combined with human negligence and resource shortages.
- Two brothers, Stan and Frank Koebel, managed the system, with Stan delaying disclosure of positive E. Coli test results until days after May 17; a boil-water advisory came too late on May 21.
- Theresa McClenaghan said, “The inquiry didn’t leave any stone unturned” and issued recommendations forming the foundation of Ontario’s Safe Drinking Water and Clean Water Acts.
- Although water safety improved, a 2025 auditor general’s report highlights ongoing issues with private well oversight, bacterial contamination in 35% of samples, and calls for timely reforms remain urgent.
