I cannot add a Nest Protect to my account

I cannot add the 2015 Nest Protect 21A4 to my account (firmware version 3.0.0.16). The Nest Protect is new, but is from July 2015. I get an error when it attempts to set up the Nest network. The error is P000 (0.65).  I have an IPv6 network with multicast enabled, broadcasting 2.4 Ghz from WiFi access points.  I've performed multiple factory resets with the same result.  My Android Nest app (on my Pixel 😎 is the most recent version.   I see one…
