San Rafael has approved an eight-story, 210-apartment complex for a downtown site just east of Highway 101. The Planning Commission voted unanimously Tuesday to approve the environmental and design review, as well as an application to merge three lots for the project at the corner of Fourth and Irwin streets. The new complex will be addressed 930 Irwin St. “This is a really good project for the space,” said Jon Haveman, a planning commissioner. …
