MORGANFIELD, Ky. (WEHT) -- Union County Dispatch suffered a "major communications issue" during severe storms, causing 911 to be unavailable. In a video posted to Facebook, Union County Judge Executive Adam O'Nan said dispatch had to do things the "old fashioned way" because of the problem.
